In the GS system the salary is divided into two parts: the base pay and the pay adjustment for the location. This means that an entry-level biological scientist earning a GS-7 salary located in San Francisco earns more money than an entry-level biological scientist earning a salary in Atlanta as it is more expensive to live in San Francisco is greater than that of Atlanta.

This is because the government also provides certain workers with a Cost of Living Allowance (COLA).
