What is the GS Pay Scale?
Technical, professional, administrative, and clerical jobs have the most salary under the General Schedule (GS), which is the standard pay scale used by federal employees. Grade Levels

- GS-5 to GS-7: These positions are often an overwhelming majority of the entry-level positions.
- GS-8 to GS-12: These posts are usually in the middle of the management range
- GS-13 to GS-15: These positions are often supervisory posts at the highest levels.
- Above the GS-15 are classified as members of the Senior Executive Service.
Agencies are free to advertise and fill positions at whatever grade they consider necessary. Even if you’ve not worked in the government before you can make use of your previous work experience and academic background to qualify to be a better student. Pay and Cost of Living Allowance
In the GS system the salary is split into two parts The base pay and the pay adjustment for the location. This General Schedule base pay is modified to reflect variations in living costs in different geographic regions. This means that an entry-level scientist earning a GS-7 salary located in San Francisco earns more money than a biological scientist at the entry level who earns a salary in Atlanta since there is a higher cost to living San Francisco is greater than that of Atlanta.
In addition, wage rates outside of in the Continental United States are typically 10 to 25 percent more than those inside the country. This is due to the fact that the government also grants select workers with a Cost of Living Allowance (COLA). Workers who live and work in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help reduce the price of living in these areas.
Special Rates
The General Schedule (GS) Pay Scale is employed across the entire government, however, more than 40 agencies or subcomponents have their own pay scales.
