Pay scales established by the federal government determine how much federal workers are paid. While over 70% of all federal workers are paid on the most popular pay scale, called the General Schedule (GS), there are a variety of other pay schedules.
What is the GS Pay Scale?
People in technical, professional, administrative and clerical tasks receive the majority of their compensation in the General Schedule (GS), which is the most commonly used pay scale for federal workers. The system is broken down into 15 levels. The system starts with GS-1 which is the lowest level and moving up to GS-15, the highest level. In each level, there is a total of ten steps. The pay level associated with a position will be determined by the grade assigned to the position.
Grade Levels
- GS-3 or GS-4: These posts are typically internships or student posts.
- GS-5 to GS-7: These positions typically comprise in the vast majority of entry level jobs.
- GS-8 to GS-12: These post are usually located in the mid-management range
- GS-13 to GS-15: These post are usually supervisory positions at the top level.
- Above the GS-15 are classified as members of the Senior Executive Service.
They are free to promote and fill positions at any grade they believe is necessary. When you make progress through the steps and grade levels after having been employed, you’ll earn a rise. Federal government employees typically advance one step each year.

Pay and Cost of Living Allowance
Under the GS system the salary is split into two parts: the base pay and the local pay adjustment. This General Schedule base pay is adjusted to reflect variations in the cost of living in various geographic regions. This means that an entry-level biological scientist working for a GS-7 wage located in San Francisco earns more money than a basic biological scientist with a salary of Atlanta since costs of living in San Francisco is greater than that of Atlanta.
Furthermore, wages outside mainland United States are typically 10 to 25 percent more than the ones in the United States. This is because the government also grants select employees with a Cost of Living Allowance (COLA). The workers who live on the coasts of Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help offset the high cost of living in these locations.
Special Rates
The General Schedule (GS) Pay Scale is employed in the vast majority of federal agencies, however, over 40 agencies and subcomponents of agencies each has their own set of scales for pay.
In within the GS system, several agencies use unique pricing.
