Every time you advance through the steps and grades following having been hired, you’ll earn a rise. Employees in the federal government usually advance one step every year.

Pay and Cost of Living Allowance
Under the GS system the salary is divided into two components The base pay and the location pay adjustment. In the General Schedule base pay is altered to account for variations in living costs in various geographical areas. This means that an entry-level biological scientist who earns a GS-7 salary located in San Francisco earns more money than a biochemist at entry-level with a salary of Atlanta since costs of living in San Francisco is greater than that of Atlanta.
Furthermore, wages outside those in continental United States are typically 10 to 25 percent higher that those in the nation. This is because the government also grants select workers with a Cost of Living Allowance (COLA). Those who live and work within Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to to offset the cost of living in these areas.
