The agencies are free to post advertisements and fill positions at the grade level they see necessary. Even if you have never worked for the government before, you can draw on your previous experience and educational background to qualify for a higher grade. Every time you move up the steps and grade levels after having been employed, you’ll receive a raise. Employees in the federal government often advance one step every year.
There are various occupations which are known as “career ladder” positions. This means that employees are eligible for advancement to a higher grade without needing to apply for new employment. For example the GS-5/7/9 Career ladder permits a newly graduated to move from a GS-5 to a GS-7 , and finally a GS-9 without changing employment within three years after the date of graduation! Pay and Cost of Living Allowance
Under the GS system the salary is broken down into two parts that are the base pay and the location pay adjustment. This General Schedule base pay is altered to account for differences in living costs in various geographic regions. This means that a bioscientist at the entry level earning a GS-7 salary located in San Francisco earns more money than a biochemist at entry-level earning a salary in Atlanta since it is more expensive to live in San Francisco is greater than that of living in Atlanta.
Additionally, wages outside of those in continental United States are typically 10 to 25 percent higher than the ones in the United States. This is because the government also provides select workers with a Cost of Living Allowance (COLA). Those who live and work on the coasts of Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help reduce the price of living in these areas.
Special Rates
The General Schedule (GS) Pay Scale is used for the bulk of the government departments, however, more than 40 agencies and subcomponents of agencies have their own pay scales.
