Grade Levels

- GS-5 to GS-7: These jobs are typically most entry-level positions.
- GS-8 to GS-12: These posts are usually within the mid-management range
- GS-13 to GS-15: These post-graduate positions are usually supervisory at the top level.
- Above the GS-15 are considered to be individuals belonging to the Senior Executive Service.
Agencies are free to advertise and fill positions at the grade they feel is needed. Even if you have never worked for the government before, you could make use of your previous work experience and educational background to qualify for a better grade. Every time you advance through the steps and earn a higher grade after having been employed, you’ll earn a rise. Federal government employees generally advance by one step per year.

Pay and Cost of Living Allowance
In the GS system the salary is divided into two parts The base pay and the local pay adjustment. In the General Schedule base pay is altered to reflect variations in living costs in various geographical areas. This means that a biological scientist who is entry-level earning a GS-7 salary in San Francisco earns more money than an entry-level biological scientist with a salary of Atlanta since the cost of living in San Francisco is greater than those living in Atlanta.
Additionally, wages outside of the continental United States are typically 10 to 25 percent more that those in the nation. This is because the government also offers select employees with a Cost of Living Allowance (COLA). Workers who live and work anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to offset the high cost of living in these regions.
Special Rates
The General Schedule (GS) Pay Scale is used across the entire government; however, more than 40 agencies and subcomponents of agencies possess their own salary scales.
