Pay scales set by the government decide how much federal workers are paid. Even though more than 70% of federal employees are paid on the most affluent pay scale, called the General Schedule (GS), there is also a range of different payment schedules.
What is the GS Pay Scale?
Technical, professional, administrative and clerical tasks are paid the bulk of their pay as part of the General Schedule (GS), which is the most commonly used pay scale for federal employees. The system is broken down into 15 levels. The system starts with GS-1, the lowest level and moving up to GS-15 which is the highest level. In each level, there are an overall of ten steps. The pay level associated with the position is determined by the grade for the job.
Grade Levels
- GS-3 or GS-4: These jobs are usually internships or student jobs.
- GS-5 to GS-7: These positions are often an overwhelming majority of the entry-level jobs.
- GS-8 to GS-12: These posts are usually within the mid-management range
- GS-13 to GS-15: These positions are often supervisory posts at the highest level.
- Above the GS-15 are classified as those who belong to the Senior Executive Service.
The agencies are free to post advertisements and fill vacancies at any grade they consider necessary. Pay and Cost of Living Allowance
In the GS system, a salary is divided into two parts: the base pay and the adjustment for location. The General Schedule base pay is altered to account for variations in living costs in various geographical areas. This means that an entry-level biological scientist earning a GS-7 salary at San Francisco earns more money than a basic biological scientist earning a salary in Atlanta due to the fact that costs of living in San Francisco is greater than that of Atlanta.
Furthermore, wages outside in the Continental United States are typically 10 to 25 percent higher that those in the nation. This is due to the fact that the government also grants select workers with a Cost of Living Allowance (COLA).
