Pay scales established in the United States by federal officials establish the amount federal employees receive. Though more than 70 percent of federal workers are paid on the most affluent pay scale, which is the General Schedule (GS), there are also a variety of other pay schedules.
What is the GS Pay Scale?
Professional, technical, administrative, and clerical roles are paid the bulk of their compensation under the General Schedule (GS), which is the most commonly used pay scale for federal employees. Grade Levels

- GS-8 to GS-12: These jobs are typically in the mid-management range
- GS-13 to GS-15: These positions are often supervisory posts at the highest levels.
- Above the GS-15 are classified as those who belong to the Senior Executive Service.
They are free to promote and fill positions at whatever grade they feel is needed. Even if you’ve never worked for the government before, you can draw on your previous experience and educational background to qualify for a higher grade. Each time you progress through the steps and grades following having been employed, you’ll earn a rise. Employees in the federal government typically advance one step each year.
There are various occupations that are classified as “career ladder” jobs. This means that the employee is eligible for advancement to a higher grade without the need to apply to a new position. For example, a GS-5/7/9 career ladder permits a newly graduated to move from a GS-5 to a GS-7 , and finally a GS-9 without changing employment within as little as three years after the date of graduation! Pay and Cost of Living Allowance
Under the GS system the salary is divided into two components that are the base pay and the pay adjustment for the location. This General Schedule base pay is modified to take into account variations in the cost of living across different geographical regions. This means that a biological scientist who is entry-level working for a GS-7 wage located in San Francisco earns more money than a basic biological scientist who earns a salary in Atlanta because costs of living in San Francisco is greater than that of Atlanta.
Furthermore, wage rates outside of the continental United States are typically 10 to 25 percent more than wages in the country. This is due to the fact that the government also provides certain workers with a Cost of Living Allowance (COLA). People who reside and work anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help reduce the price of living in these locations.
Special Rates
The General Schedule (GS) Pay Scale is used across the entire government; nevertheless, more than 40 agencies, or subcomponents of agencies have their own pay scales.
