The agencies are free to post advertisements and fill positions at the grade they believe is necessary. Even if you have not worked in the government before you can benefit from your previous employment and academic background to qualify for a higher grade. Every time you advance through the steps and grades after being employed, you’ll receive a raise. Federal government employees generally advance by one step per year.

There are many occupations that are described as “career ladder” jobs. Therefore, the employee is eligible to move up to a higher grade without having to apply to a new position. For instance an GS-5/7/9 career ladder allows a recent graduate to go from a GS-5 to a GS-7 to the GS-9 level without having to change employment within three years after the date of graduation! Pay and Cost of Living Allowance

In the GS system the salary is divided into two components: the base pay and the adjustment for location. This General Schedule base pay is modified to take into account variations in living costs in various geographical areas. This means that a biological scientist who is entry-level who earns a GS-7 salary located in San Francisco earns more money than a basic biological scientist who earns a salary in Atlanta due to the fact that costs of living in San Francisco is greater than that of living in Atlanta.

Furthermore, wage rates outside mainland United States are typically 10 to 25 percent higher than those inside the country.
