Pay and Cost of Living Allowance
In the GS system the salary is split into two parts that are the base pay and the local pay adjustment. This General Schedule base pay is adjusted to account for differences in the cost of living across different geographical regions. This means that an entry-level scientist who earns a GS-7 salary at San Francisco earns more money than a basic biological scientist earning a salary in Atlanta due to the fact that costs of living in San Francisco is greater than the cost of living in Atlanta.
Additionally, wages outside of the continental United States are typically 10 to 25 percent more than wages in the country. This is due to the fact that the government also grants select employees with a Cost of Living Allowance (COLA). Workers who live and work within Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help reduce the price of living in these areas.
Special Rates
