Pay scales established through the Federal government determine the amount federal employees are paid. Though over 70% federal employees are paid on the most affluent pay scale, the General Schedule (GS), there is also a range of different payment schedules.
What is the GS Pay Scale?
People in technical, professional, administrative and clerical tasks receive the majority of their earnings under the General Schedule (GS), which is the most popular pay scale for federal employees. The system is divided into 15 levels, starting with GS-1 which is the lowest level, and progressing to GS-15 which is the top level. In each level, there are an overall of ten steps. The amount of pay for an occupation can be calculated by grade level assigned to the position.
Grade Levels
- GS-3 or GS-4: These posts are typically internships or student positions.
- GS-5 to GS-7: These posts are usually an overwhelming majority of the entry-level jobs.
- GS-8 to GS-12: These positions are often in the middle of the management range
- GS-13 to GS-15: These jobs are typically supervisory posts at the highest level.
- Above the GS-15 are classified as people belonging to the Senior Executive Service.
The agencies are free to post advertisements and fill positions at any grade level they see necessary. Even if you’ve not worked in the government before you can benefit from your previous employment and education to be eligible for a better grade. Every time you move up the steps and grades after being employed, you’ll be rewarded with a boost. Employees in the federal government usually advance one step every year.
There are various occupations which are known as “career ladder” positions. This means that employees are eligible to be promoted to a higher grade without needing to apply for new employment. For example the GS-5/7/9 Career ladder allows a new graduate to go from a GS-5 to a G-7 to a GS-9 without changing employment within as little as three years from the date of graduation! Pay and Cost of Living Allowance
In the GS system, a salary is divided into two components The base pay and the local pay adjustment. In the General Schedule base pay is modified to account for variations in the cost of living in various geographical areas. This means that a biological scientist who is entry-level earning a GS-7 salary in San Francisco earns more money than a biological scientist at the entry level earning a salary in Atlanta because there is a higher cost to living San Francisco is greater than those living in Atlanta.
Furthermore, wages outside of those in continental United States are typically 10 to 25 percent more that those in the nation. This is because the government also offers select workers with a Cost of Living Allowance (COLA). People who reside and work on the coasts of Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to reduce the price of living in these regions.
Special Rates
