- Above the GS-15 are classified as individuals belonging to the Senior Executive Service.

Pay and Cost of Living Allowance
In the GS system the salary is broken down into two parts which are the base salary and the pay adjustment for the location. The General Schedule base pay is adjusted to account for variations in living costs in different geographic regions. This means that a bioscientist at the entry level who earns a GS-7 salary at San Francisco earns more money than an entry-level biological scientist who earns a salary in Atlanta because there is a higher cost to living San Francisco is greater than those living in Atlanta.
Additionally, wages outside of the continental United States are typically 10 to 25 percent more than wages in the country. This is because the government also provides certain workers with a Cost of Living Allowance (COLA). Those who live and work on the coasts of Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to reduce the price of living in these areas.
Special Rates
The General Schedule (GS) Pay Scale is employed in the vast majority of federal agencies; however, over 40 agencies or agency subcomponents are able to use their own scales of pay.
