Pay scales established in the United States by federal officials determine how much federal workers receive. Even though more than 70% federal workers are paid on the most affluent pay scale, known as the General Schedule (GS), there are also a variety of other pay scales.
What is the GS Pay Scale?
Workers in professional, technical, administrative and clerical tasks receive the majority of their compensation as part of the General Schedule (GS), which is the most popular pay scale used by federal employees. The system is broken down into 15 levels. It starts with GS-1 the lowest grade before moving to GS-15 which is the top level. In each level, there is a total of ten steps. The pay level associated with an occupation is determined by the grade level attributable to the position.
Grade Levels
- GS-3 or GS-4: These posts are typically internships or student positions.
- GS-5 to GS-7: These jobs are typically an overwhelming majority of the entry-level jobs.
- GS-8 to GS-12: These post are usually located in the mid-management level
- GS-13 to GS-15: These post are usually supervisory positions at the top level.
- Above the GS-15 are considered to be members of the Senior Executive Service.
They are free to promote and fill vacancies at any grade they consider necessary. Even if you have not worked in the government before you can leverage your previous job and education to be eligible for a higher mark. Each time you progress through the steps and grades after having been hired, you’ll get a bump. Federal employees generally advance by one step per year.
There are a variety of jobs that are described as “career ladder” jobs. In this way, the employee is eligible for advancement to a better grade without the need to apply for new jobs. For instance an GS-5/7/9 career ladder permits a newly graduated to progress from a GS-5 to a GS-7 , and finally a GS-9 , without having to change jobs in as little as three years from the time of graduation! Pay and Cost of Living Allowance
In the GS system the salary is divided into two components which are the base salary and the adjustment for location. In the General Schedule base pay is modified to take into account variations in living costs across different geographical regions. This means that an entry-level scientist who earns a GS-7 salary located in San Francisco earns more money than a biochemist at entry-level with a salary of Atlanta due to the fact that there is a higher cost to living San Francisco is greater than those living in Atlanta.
In addition, wage rates outside the continental United States are typically 10 to 25 percent more that those in the nation. This is due to the fact that the government also offers select employees with a Cost of Living Allowance (COLA). Those who live and work anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help to offset the cost of living in these regions.
Special Rates
The General Schedule (GS) Pay Scale is used in the vast majority of federal agencies; however, over 40 agencies, or subcomponents of agencies each has their own set of scales for pay.
Within the GS system, various agencies utilize unique pricing. In order to draw and retain top talent for positions that are hard to fill, particularly in the scientific, technological, and medical sectors, the federal government creates higher base rates and special rates for select positions. National Aeronautics and Space Administration (NASA), Environmental Protection Agency (EPA) and Internal Revenue Service (IRS) are just a few examples of companies that offer discounted prices (IRS).
