Pay and Cost of Living Allowance
In the GS system, a salary is divided into two parts which are the base salary and the adjustment for location. The General Schedule base pay is adjusted to account for variations in living costs in different geographic regions. This means that a bioscientist at the entry level who earns a GS-7 salary from San Francisco earns more money than an entry-level biological scientist earning a salary in Atlanta since it is more expensive to live in San Francisco is greater than the cost of living in Atlanta.
Additionally, wages outside the continental United States are typically 10 to 25 percent higher than wages in the country. This is because the government also grants select employees with a Cost of Living Allowance (COLA). Workers who live and work anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to to offset the cost of living in these areas.
