Pay scales established by the federal government decide how much federal workers are paid. Although over 70% of all federal workers are paid according to the most well-known pay scale, called the General Schedule (GS), there are a variety of different payment schedules.

What is the GS Pay Scale?

Workers in professional, technical, administrative, and clerical jobs have the most earnings according to the General Schedule (GS), which is the most commonly used pay scale for federal employees. The system is broken down into 15 levels. It starts with GS-1 the lowest level and moving up to GS-15 which is the highest level. Within each grade, there is a total of ten steps. The amount of pay for the position depends on the grade level attributable to the position.

Grade Levels

  • GS-3 or GS-4: These jobs are usually internships or student posts.
  • GS-5 to GS-7: These positions are often an overwhelming majority of the entry-level jobs.
  • GS-8 to GS-12: These jobs are typically in the mid-management level
  • GS-13 to GS-15: These positions are often supervisory posts at the highest level.
  • Above the GS-15 are classified as members of the Senior Executive Service.

Agency officials are free to make advertisements and fill vacancies at any grade level they see necessary. Even if you’ve not worked in the government before, you can draw on your previous experience and education to be eligible for a higher grade. Each time you progress through the steps and earn a higher grade after being employed, you will get a bump. Federal government employees generally advance by one step per year.

There are many occupations that are referred to be “career ladder” roles. In this way, employees can be eligible to move up to a higher grade without having to submit an application to a new position. For instance an GS-5/7/9 career ladder allows a recent graduate to transition from a grade 5 to a GS-7 to a GS-9 , without having to change jobs in just three years from the date of graduation! Review the summary of a job advertisement for more information about the grade and advancement opportunities for a particular job prior to applying.

Pay and Cost of Living Allowance

In the GS system the salary is split into two components that are the base pay and the pay adjustment for the location. The General Schedule base pay is modified to reflect variations in the cost of living in various geographical areas. This means that a bioscientist at the entry level who earns a GS-7 salary located in San Francisco earns more money than a biochemist at entry-level who earns a salary in Atlanta because costs of living in San Francisco is greater than the cost of living in Atlanta.

Additionally, wages outside of the continental United States are typically 10 to 25 percent higher that those in the nation. This is because the government also provides certain employees with a Cost of Living Allowance (COLA). Workers who live and work anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to pay for the high costs of living in these locations.

Special Rates

The General Schedule (GS) Pay Scale is employed by the majority of government agencies, however, over 40 agencies and subcomponents of agencies are able to use their own scales of pay.

In within the GS system, many agencies utilize unique pricing. To attract and also retain the best talent for jobs that are difficult to fill such as those in the scientific, technological medical, and scientific sectors The federal government sets higher rates of base pay and special rates for certain positions. National Aeronautics and Space Administration (NASA), Environmental Protection Agency (EPA) as well as the Internal Revenue Service (IRS) are only a few examples of companies that offer discounted pricing (IRS).
