Pay and Cost of Living Allowance
Under the GS system, a salary is divided into two components which are the base salary and the adjustment for location. This means that a biological scientist who is entry-level earning a GS-7 salary from San Francisco earns more money than a basic biological scientist with a salary of Atlanta as costs of living in San Francisco is greater than that of living in Atlanta.
Furthermore, wage rates outside of the continental United States are typically 10 to 25 percent more than wages in the country. This is because the government also offers select employees with a Cost of Living Allowance (COLA).
