Pay scales established through the Federal government determine how much federal workers receive. While over 70% of federal employees are paid according to the most well-known pay scale, which is the General Schedule (GS), there are a variety of different payment schedules.

What is the GS Pay Scale?

Professional, technical, administrative, and clerical positions get the majority of their earnings under the General Schedule (GS), which is the most common pay scale for federal workers. The system is broken down into 15 levels. The system starts with GS-1 the lowest level before moving to GS-15 the highest grade. In each level, there is a total of ten steps. The salary level for a position will be determined by the grade for the job.

Grade Levels

  • GS-3 or GS-4: These posts are typically internships or student job opportunities.
  • GS-5 to GS-7: These positions are often most entry-level jobs.
  • GS-8 to GS-12: These positions are often in the mid-management level
  • GS-13 to GS-15: These post-graduate positions are usually supervisory at the top level.
  • Above the GS-15 are considered to be people belonging to the Senior Executive Service.

Agency officials are free to make advertisements and fill vacancies at any grade they believe is necessary. Even if you have not worked in the government before, you may draw on your previous experience and educational background to qualify to be a better student. Every time you move up the steps and grades following being employed, you’ll earn a rise. Federal employees usually advance one step every year.

There are a variety of jobs which are known as “career ladder” roles. Therefore, employees can be eligible to move up to a higher grade without having to submit an application for new employment. For instance an GS-5/7/9 career ladder allows a new graduate to move from a GS-5 to a GS-7 , and finally a GS-9 without changing employment within as little as three years from the date of graduation! Read the summary section of an announcement for a job to learn more about the advancement and grade opportunities for a particular job before applying.

Pay and Cost of Living Allowance

Under the GS system, a salary is divided into two components which are the base salary and the adjustment for location. This General Schedule base pay is altered to account for differences in the cost of living in different geographic regions. This means that a biological scientist who is entry-level earning a GS-7 salary from San Francisco earns more money than a basic biological scientist with a salary of Atlanta as costs of living in San Francisco is greater than that of living in Atlanta.

Furthermore, wage rates outside of the continental United States are typically 10 to 25 percent more than wages in the country. This is because the government also offers select employees with a Cost of Living Allowance (COLA). People who reside and work on the coasts of Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help to offset the cost of living in these areas.

Special Rates

The General Schedule (GS) Pay Scale is employed for the bulk of the government departments, however, more than 40 agencies, or subcomponents of agencies possess their own salary scales.

Inside within the GS system, a variety of organizations use special pricing. In order to draw and retain high-quality talent in difficult-to-fill positions specifically in the scientific, technological, and medical sectors the federal government has more lucrative rates for base pay as well as special rates for selected jobs. National Aeronautics and Space Administration (NASA), Environmental Protection Agency (EPA), as well as the Internal Revenue Service (IRS) are among the many examples of companies that offer discounted pricing (IRS).
