Grade Levels

- GS-8 to GS-12: These post are usually located in the mid-management range
- GS-13 to GS-15: These positions are often supervisory posts at the highest level.
- Above the GS-15 are considered to be those who belong to the Senior Executive Service.
The agencies are free to post advertisements and fill positions at the grade they feel is needed. Even if you have not worked in the government before you can benefit from your previous employment and education to be eligible for a higher grade. Every time you advance through the steps and grades following having been employed, you’ll receive a raise. Federal employees usually advance one step every year.
There are many occupations that are described as “career ladder” positions. Therefore, employees can be eligible for advancement to a higher grade without the need to apply for new jobs. For example the GS-5/7/9 ladder allows a recent graduate to move from a GS-5 to a GS-7 to a GS-9 without changing employment within three years after the date of graduation! Pay and Cost of Living Allowance
Under the GS system the salary is split into two components which are the base salary and the location pay adjustment. This General Schedule base pay is modified to reflect variations in living costs across different geographical regions. This means that an entry-level biological scientist with a GS-7 pay scale in San Francisco earns more money than a biological scientist at the entry level earning a salary in Atlanta as there is a higher cost to living San Francisco is greater than the cost of living in Atlanta.
Additionally, wages outside of in the Continental United States are typically 10 to 25 percent higher than wages in the country. This is due to the fact that the government also grants select employees with a Cost of Living Allowance (COLA). People who reside and work anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help reduce the price of living in these areas.
