What is the GS Pay Scale?

In the GS system the salary is divided into two parts The base pay and the local pay adjustment. In the General Schedule base pay is altered to account for differences in the cost of living in various geographical areas. This means that a bioscientist at the entry level with a GS-7 pay scale at San Francisco earns more money than a biological scientist at the entry level making a living in Atlanta since there is a higher cost to living San Francisco is greater than that of Atlanta.
