Each time you progress through the steps and grades following being employed, you’ll get a bump. Federal government employees generally advance by one step per year.
There are many occupations that are described as “career ladder” jobs. Therefore, an employee can apply to be promoted to a higher grade without having to submit an application for new employment. For instance an GS-5/7/9 career ladder allows a recent graduate to go from a GS-5 to a GS-7 , and finally the GS-9 level without having to change employment within three years from the date of graduation! Pay and Cost of Living Allowance
Under the GS system the salary is broken down into two components The base pay and the location pay adjustment. The General Schedule base pay is modified to reflect variations in living costs across different geographical regions. This means that an entry-level biological scientist working for a GS-7 wage in San Francisco earns more money than a biological scientist at the entry level making a living in Atlanta due to the fact that there is a higher cost to living San Francisco is greater than the cost of living in Atlanta.
Furthermore, wages outside of the continental United States are typically 10 to 25 percent higher than the ones in the United States. This is due to the fact that the government also grants select employees with a Cost of Living Allowance (COLA).
