Pay and Cost of Living Allowance
Under the GS system the salary is broken down into two parts: the base pay and the pay adjustment for the location. In the General Schedule base pay is adjusted to account for differences in living costs in different geographic regions. This means that an entry-level biological scientist earning a GS-7 salary in San Francisco earns more money than an entry-level biological scientist with a salary of Atlanta due to the fact that it is more expensive to live in San Francisco is greater than that of Atlanta.
Furthermore, wage rates outside mainland United States are typically 10 to 25 percent higher than wages in the country.
