Agencies are free to advertise and fill vacancies at any grade they feel is needed. Even if you’ve never worked for the government before you can leverage your previous job and academic background to qualify for a better grade. Each time you progress through the steps and grade levels after being employed, you will be rewarded with a boost. Federal government employees usually advance one step every year.
There are a variety of jobs that are described as “career ladder” jobs. Therefore, the employee is eligible to be promoted to a higher grade without needing to apply to a new position. For instance an GS-5/7/9 career ladder allows a new graduate to move from a GS-5 to a G-7 to a GS-9 without changing employment in just three years from the time of graduation! Pay and Cost of Living Allowance
In the GS system, a salary is divided into two components that are the base pay and the pay adjustment for the location. In the General Schedule base pay is altered to reflect variations in living costs in various geographical areas. This means that an entry-level scientist working for a GS-7 wage located in San Francisco earns more money than a biochemist at entry-level who earns a salary in Atlanta as costs of living in San Francisco is greater than that of Atlanta.
Additionally, wages outside of in the Continental United States are typically 10 to 25 percent more that those in the nation. This is due to the fact that the government also provides certain workers with a Cost of Living Allowance (COLA). The workers who live in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help offset the high cost of living in these locations.
