Pay and Cost of Living Allowance
Under the GS system the salary is broken down into two parts that are the base pay and the location pay adjustment. This General Schedule base pay is modified to take into account variations in living costs in various geographical areas. This means that an entry-level scientist with a GS-7 pay scale from San Francisco earns more money than a biochemist at entry-level earning a salary in Atlanta since the cost of living in San Francisco is greater than the cost of living in Atlanta.
Furthermore, wages outside in the Continental United States are typically 10 to 25 percent more than those inside the country. This is because the government also provides certain workers with a Cost of Living Allowance (COLA). The workers who live anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to reduce the price of living in these areas.
