Pay scales established through the Federal government determine how much federal workers are paid. Although over 70% of all federal employees are paid under the most popular pay scale, called the General Schedule (GS), there are also a variety of other pay scales.
What is the GS Pay Scale?
Technical, professional, administrative, and clerical positions are paid the bulk of their pay under the General Schedule (GS), which is the most popular pay scale used by federal employees. The system is broken down into 15 levels. It starts with GS-1, the lowest level, and progressing to GS-15, the highest level. For each class, there is an overall of ten steps. The salary level for an individual job is determined by the grade attributable to the position.
Grade Levels
- GS-3 or GS-4: These post are often internships, or student posts.
- GS-5 to GS-7: These positions are often the majority of entry-level positions.
- GS-8 to GS-12: These post are usually located in the mid-management range
- GS-13 to GS-15: These jobs are typically supervisory posts at the top level.
- Above the GS-15 are considered to be people belonging to the Senior Executive Service.
They are free to promote and fill positions at any grade they consider necessary. Even if you have not worked in the government before, you may leverage your previous job and education to be eligible for a higher mark. When you make progress through the steps and grades following having been employed, you’ll receive a raise. Employees in the federal government usually advance one step every year.
There are several occupations that are described as ‘career ladder’ roles. In this way, employees can be eligible to move up to a higher grade without needing to apply for a new job. For example, a GS-5/7/9 career ladder permits a newly graduated to progress from a GS-5 to a G-7 to an GS-9 with no change in employment in just three years from the date of graduation! Pay and Cost of Living Allowance
Under the GS system the salary is broken down into two parts which are the base salary and the local pay adjustment. A General Schedule base pay is adjusted to account for variations in living costs in different geographic regions. This means that a biological scientist who is entry-level earning a GS-7 salary at San Francisco earns more money than a basic biological scientist earning a salary in Atlanta as costs of living in San Francisco is greater than that of Atlanta.
Additionally, wages outside the continental United States are typically 10 to 25 percent more than wages in the country. This is because the government also provides select workers with a Cost of Living Allowance (COLA). The workers who live anywhere in Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to help offset the high cost of living in these areas.
Special Rates
The General Schedule (GS) Pay Scale is utilized in the vast majority of federal agencies; however, over 40 agencies, or subcomponents of agencies have their own pay scales.
In the GS system, a variety of agencies use unique pricing. In order to attract and keep the best talent for jobs that are difficult to fill, particularly in the scientific, technological, and medical sectors Federal government establishes higher rates of base pay as well as special rates for selected positions.
