In the GS system the salary is broken down into two components The base pay and the pay adjustment for the location. This General Schedule base pay is altered to account for differences in living costs in various geographical areas. This means that an entry-level biological scientist working for a GS-7 wage from San Francisco earns more money than a biological scientist at the entry level earning a salary in Atlanta due to the fact that costs of living in San Francisco is greater than the cost of living in Atlanta.
Additionally, wages outside of the continental United States are typically 10 to 25 percent higher than wages in the country. This is due to the fact that the government also provides select workers with a Cost of Living Allowance (COLA).
