Pay scales set by the government determine how much federal workers are paid. Though more than 70% federal employees are paid on the most affluent pay scale, known as the General Schedule (GS), there are also a variety of other payment schedules.
What is the GS Pay Scale?
People in technical, professional, administrative, and clerical positions are paid the bulk of their salary as part of the General Schedule (GS), which is the standard pay scale for federal workers. The system is broken down into 15 levels, starting with GS-1, the lowest level and moving up to GS-15 the highest grade. Within each grade, there are a total of ten steps. The level of pay associated with a position can be calculated by grade level allocated to that position.
Grade Levels
- GS-3 or GS-4: These jobs are usually internships or student jobs.
- GS-5 to GS-7: These positions are often in the vast majority of entry level positions.
- GS-8 to GS-12: These post are usually located within the mid-management range
- GS-13 to GS-15: These post are usually supervisory positions at the highest levels.
- Above the GS-15 are considered to be those who belong to the Senior Executive Service.
The agencies are free to post advertisements and fill positions at the grade they feel is needed. Even if you have not worked in the government before, you may draw on your previous experience as well as your education background, to be eligible for a higher grade. Each time you progress through the steps and grades following having been employed, you’ll be rewarded with a boost. Federal employees typically advance one step each year.
There are a variety of jobs that are described as “career ladder” jobs. Therefore, employees can be eligible to move up to a higher grade without needing to apply to a new position. For instance an GS-5/7/9 career ladder allows a recent graduate to transition from a grade 5 to a GS-7 and then a GS-9 without changing employment in just three years after the date of graduation! Pay and Cost of Living Allowance
In the GS system the salary is broken down into two parts that are the base pay and the adjustment for location. This General Schedule base pay is adjusted to take into account variations in the cost of living in various geographical areas. This means that a bioscientist at the entry level who earns a GS-7 salary in San Francisco earns more money than a biochemist at entry-level with a salary of Atlanta due to the fact that the cost of living in San Francisco is greater than the cost of living in Atlanta.
Furthermore, wage rates outside in the Continental United States are typically 10 to 25 percent more than wages in the country. This is because the government also provides certain workers with a Cost of Living Allowance (COLA). Those who live and work within Alaska, Hawaii, or the United States territories will get a cost-of-living adjustment (COLA) to to offset the cost of living in these areas.
Special Rates
The General Schedule (GS) Pay Scale is utilized across the entire government; however, more than 40 agencies, or subcomponents of agencies each has their own set of scales for pay.
In the GS system, several agencies utilize unique pricing. In order to draw and retain the best talent for jobs that are difficult to fill specifically in the scientific, technological, and medical sectors, the federal government creates higher rates of base pay and special rates for certain job openings.
